is it true that vram will be limited in windows 10?like if i use r9 390 which have 8gb of vram,oly 4 will be available instead of 8?
 
No.
Its mainly a limitation with 32bit OS's, 64bit OS's have no such limitation when it comes to RAM/VRAM addresses.
With 64bit games, is capable of using as much RAM as the game needs, raised Graphic settings will raise this amount just like it does with VRAM, but memory leaks can also cause an increase in RAM usage.

Don`t know where or what gave you that Idea Abxolute.

If it states the graphics card has 8 GB of memory on board the card it`s self.
That is exactly what you get windows 10 cannot touch that memory because it is native to the physical hardware such as the graphics card with the 8Gb of memory fitted to it.

The only time windows 10 will limit the size of memory available to a graphics card is when for example it is part of the motherboard or as part of a cpu/ apu die package such as a AMD FM2 based A 10 processor where the Apu relies on the system memory fitted to the motherboard and is shared or reserves a set amount of system memory to dedicate it for use of the graphics solution.
