Question Vram Usage higher than normal

So, I booted up RDR2 and went into graphics settings, when I noticed that "Other Apps" Vram usage was 1.2gb. I was shocked because it was always 500mb max. Also I'm using a AMD RX 470, which doesnt have that much Vram to spare. (4gb)
I closed the game and checked in the task manager. That Vram usage was 1.2gb. I want to ask if this is normal. Like is it normal to have 25% of Vram usage deticated to other apps. I even ended tasks for all programms and it only dropped 100mb
And there dont seem to be any tasks in the task manager that have any significant gpu usage.

I dont know. I said in only dropped 100mb. Meaning its still using 1.1gb of vram. Maybe I should've rephrased it better. Task manager shows that 1.1gb of vram is being used. But every program is closed. That was the point. English isnt my native language so sorry if im phrasing some of the sentences weird.

Looking at my VRAM usage, the top three are Windows DWM (The thing that renders the GUI), my web browser, and csrss which handles Win32 stuff.

I'm pretty sure this is normal for other people. But in any case, all that eye candy has to account for something

Well this is intetessting to say the least. Last night while I was going to sleep. My brother just told me while he was playing overwatch 2 that the monitor just went black. The pc was still on and everything. And well. I immediatly turned my pc off and rebooted it, to see if it would help. Nope, still no display. Then I plugged my monitor directly into the montherboard instead of the gpu. And well the monitor actually has shown something for a change. Meaning my PC doesnt even detect my gpu anymore. I reinstalled it into the pc, deleted drivers and it had no effects. I guess that complicates things even further. Also from what I can see the graphics card is still recieving power, well atleast I think so because when I turn the pc on the little blue light spelling "Saphire" also turns on.

It will probably take some to test that taking the other problem into consediration I mentioned in a reply above this one. Forgot to mention it but I malware scanned the system before and it didn't show me any threats. But I'll see in a couple of days.
