Question VRM high temps

z390 asrock phantom gaming 6 mobo (12 power phases)
2080 ti with waterblock
i9 9900k 4.9ghz @ 1.264v
Corsair RMx 750w PSU
full custom water loop (2st 240mm, 1st 120mm radiator)(loop together with the 2080ti however it is not under load)
I have no VRM sensor but I do think my VRMs are overheating during with my OC.
The higher I set the core voltage the faster I crash.
I touched the VRM heatsink and it felt hotter than touching a lit candle fast.
Here is also a pic of my setup and where the VRMs are at in the case, it is poorly ventilated around the motherboard.

The psu is sitting above in this case, taking air from the case
Pulls about 190w with 1.264v 4.9ghz @ max 83C prime95 v26.6
Should the VRMs really run this hot with so many power phases?
I saw a video of TECH YES CITY and his VRMs hit 72C with the same motherboard, however it was an open test bench.
