Vsync doesn't work on or off

This issue has been boggling me for weeks. No matter what setting I use, I get massive screen tearing. The only way to stop it is to play in a fullscreen window. I installed a Geforce GTX 970 today, and even before it this would happen with my 760.

CPU: AMD FX-8350 4.0GHz
Motherboard: ASRock 970 Extreme3 R2.0
Memory: 8GB
GPU: MSI Geforce GTX 970
OS: Windows 8.1

I figured it out, forgot to change my display to just my monitor, sometimes I extend to my TV.
