VSync issues on videos

This issue has been bothering me since I built my computer 2 years ago. Whenever I watch a video I have issues. It seems to be a combination of VSync issues and screen tearing. It doesn't matter whether I am streaming the video off of YouTube or watching something Local off of VLC media player, the issue is still there. The issue is most notable when the camera is panning quickly (especially vertically). I have the most updated NVIDIA control panel and I have tried turning the hardware acceleration off on Chrome and neither of these have helped. The weird thing is, I have no issues when playing video games, even cut-scenes in video games are unaffected. My monitors are hooked up with DVI.

CPU: i5 -3570k
RAM: 8GB
