Question Vsync Not Working

Hey,
I have RTX 2070 Super and I've switched to Preformance Mode in the Nvidia Control Panel, but whenever I set Vsync to on, it won't cap the FPS. Any suggestions?

Vsync on in what, the games? Performance mode may be overriding what games want to do.

Leave it on "Let the 3D application decide" but in "Manage 3D Settings", set VSync either to On or Fast.
