Vsync on games that don't have the setting?

I have a game (The Rake for those wondering) that runs my computer at 330 fps and burns my computer (at around 70-80C)/
Is there any free software that can set a max for 60fps because the game doesn't have Vsync as an option.
I have an AMD Radeon r9 390
Thanks in advance

Solution
Open "Radeon settings", click on gaming on the bottom left. From there select your game "The Rake" and again on the bottom left there should be something called "Frame rate target control". Enable it and slide it to what you want, I'm assuming 60FPS.

I doubt this will fix your temp issue though it might help. What else is in your system? Case, fans, etc?

Case: Corsair Carbide Series SPEC-02 Mid Tower Gaming Case

GPU: AMD Radeon R9 390 Series

CPU: Intel Core i7-4890K COU @ 4.00GHz 4.00 GHz

Fans 3 intake and 3 output fans (I don't know exactly but I know its Corsair.) (And one of the intake fans is in a spot where it shouldn't; on the bottom next to power supply...)

OS Windows 8.1 64 bit (I wish I upgraded to Windows 10 oops)

Ram G.SKILL Ripjaws X Series 8GB 240-Pin DDR3 SDRAM x2 (So 16 GB in total)

The bottom fan across from the PSU should be there, and it should be an intake fan.

Did enabling frame control help? I didn't think it would. So you are running a 4890k (?) and a 212 EVO? I'm going to assume you mean the 4790K on the 212Evo. Has it always been 80C under load? You might want to try resetting the HSF and see if that helps. I have the 212+ on my 3770K and don't cross 55C. Your setup really shouldn't be 25C+ higher. I'd start by redoing your HSF installation and see if that helps.

Sorry, I meant that the graphics card overheats. The CPU is always in good condition.
But no, fame control didn't help. I still get super high frames and it doesn't lock at 60 (what I have it set to).

What makes you think the GPU is over heating? How hot does it get? Does it need to be cleaned?

I reread the thread because I've been on vacation and I don't remember this one very well. 70-80C is ok for a GPU. I saw you listed your parts but failed to include your PSU. The 390 is a 300W GPU, any chance this is a power issue?
