[SOLVED] Vsync/ PC feels kinda slow

I dont know how to explain it but my pc feels like the vsync is on all the time but its actually off in nvidia settings
It feels a bit less unresponsive then it should
If someone knows how to fix this I would appreaciate

I never had this problem on my old pc.
By the way I just changed my computer and bought another.

This are the specs:
Amd Athlon(tm) X4 740 Quad Core Processor 3.20 ghz
4.00 gb ddr3
64bit
Nvidia 9800 GT 1GB

And my monitor is ASUS (75hz max)

If anyone knows how to solve this I would appreciate because it feels so slow idk how to explain it, feels like im on 120 ping

I think its called input lag and I dont have idea how to fix it, my vsync is off

Apply the correct Graphics settings for your hardware (no one can tell you what that would be for said games, you have to try and test until you find something that is smooth)
