Hi everyone, I'm not sure if this is the right place to post this, and if it isn't, I apologize. To make it short, Vsync is basically broken in nearly all of my games and I have no idea how else to put it or what's causing it. Basically, when Vsync is turned on, rather than giving me 60FPS and dropping to 30, it's constantly stuttering and hanging around 40-45. Either that or the other issue where my frames drop to like a solid 20 when I look at walls/floors in certain games. The weird thing is, this happens no matter what's on screen or what graphics settings I have. So far, the stuttery, 45FPS thing happens in Half-Life 2, Oblivion, CoD: Black Ops 2, and Bioshock, while the 20 FPS when looking at textures up close has happened in Fallout 4 and Deus Ex: Human Revolution. This would be more understandable if my framerates were actually dropping below 60, but in the situations I tested, for example, Bioshock and Half Life 2, I was getting well over 100 FPS with Vsync turned off. Then I turn it back on and it drops down to a super stuttery 45. Some other games it's working just fine, like Battlefield 4 and MGSV: The Phantom Pain, but it's screwed up in more games than it's not and it's really getting on my nerves because this is on a new PC, have had it only a week or so, and it's making me worried that something could be wrong.
My specs are an AMD R7 360 2GB, FX-6300 at 3.5GHz, 8GB DDR3 RAM 1600MHz, and Windows 10. I'm using a 1080p, 60Hz HDTV, and in CCC I have everything on application settings, uncapped framerate, and no other programs are limiting FPS or anything. I've messed with all of these settings extensively and the same thing happens no matter what. My GPU drivers are also up to date, I installed the newest ones two days ago.
If anyone knows what's happening, please help. This is killing my experience. Granted, I'm used to screen tearing because I always had to play without Vsync on my old laptop due to crappy hardware, but I didn't buy a new PC to continue to play that way. And keep in mind, again, I know my PC isn't the greatest, but this is happening in situations where I have the game set up so I'm getting well over 60FPS without Vsync, and turning it on still causes these issues. I'm out of ideas.
