W 300, but w 400 is recomended

Does it make a difference, if my psu is lacking w 100 of the recommended need. gtx 1060 need 400 w, but i have 300. Can it work? If not, what if i tweak gpu settings.
 
Solution
Recommended is not the same as 'required'. Having said that, not all 300W power supplies are made equal. Some are very robust, and actually put out 300W of usable power. Some are cheaply made and will explode if run anywhere near their rated power. A 1060 will require a pci-ex connector, so your 300W needs to have one to even have a chance to be adequate.
