W10 defrag stuck at 1%

Hello, Today after doing my monthly disk clean up, i ran the optimze program that belongs to windows and keep getting a 1% fragmented on one of my drives. I cant seem to get it down to zero like every other month i have. Is my drive bad?
 
Solution
Hard drive reads slow down when when there are lots of fragments scattered around the drive. Instead of do a continuous read, the drive head has to skip around, which slows things down. The Windows defrag algorithm generally puts the files back together, but sometimes leaves fragments because they're not critical to the optimization. So, no - nothing is wrong with your drive.
