W10 - Start Menu not working

1. Tried restarting
2. Tried to go into safe mode - start menu does not work in safe mode and does not work after safe mode
3. Tried copying and pasting Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} into Powershell
4. Tried copying and pasting sfc /scannow into Powershell
5. Tried copying and pasting DISM /Online /Cleanup-Image /RestoreHealth into Powershell
6. Made a new admin account which made my start menu work again, but it still won't let me original account work again.
7. Deleted AVAST anti-virus
8. I don't want to reset my PC since I have limited download capacity with my internet and I play a lot of games.
9. Please help?

Note: Is there a way I can completely copy my user account settings and files to my other use account without going through too much trouble?

The only way I think is using Startisback. It's a software which brings back windows 7 style start menu on W10. At least you'll have your start menu back.

I fixed it by making a new user account and then deleting my old one that it didn't work with.
