W10 windows defender error 0x80070426

Hi everyone
i recently disabled windows update because windows 10 was constantly downloading updates and my internet speed is 3mpbs and online games lag because of it, even if i download the updates windows update is always downloading something else that i can't see, that's why i disabled it but i was going to enable it later to update the w10 every week since windows update ignored the time i set to download updates, but now when i decided to open windows defender because it was stuck updating for more than 2 hours now when i open defender an error pop up 0x80070426 and even when i log in now a windows with the same error pop up.
i tried to fix it enabling windows update again using services but no luck another error pop up saying this app has been blocked for your protection

i did log in in the hidden administrator but is not fixing the second error
i keep searching online and i found this
i run CMD as admin and paste this commands but the second command gives me another error 1726 at 4%
dism.exe /online /cleanup-image /scanhealth

how do i upload the DISM log here? i tried on pastebin but i exceeded the maximum paste size of 512 kilobytes per paste

defender uses win update to get its signatures. I would use another firewall instead if you want to turn off Windows Update

I use Bitdefender total security, its not free but it gives me the control I want to run scans when I want and not when Defender wants to, and has its own firewall.
are you running MSI Afterburner?

I've found the problem with the help of Process Explorer: it is MSI afterburner + riva statistics server, they have locked the "dxgi.dll" file (found in CBS.log) in system32 folder. So I've exited the apps and the process went fine.

Follow these methods and check if it helps.

Method 1:
Check if the Remote Procedure Call (RPC) services are started.
a. Press Windows Key + R, type services.msc, press ENTER.
b. Search for service named Remote Procedure Call (RPC).
c. You will find two services with the same name first one should be automatic and the second one which is Remote Procedure Call (RPC) locator should be manual.
d. Check if it is started, if not right click on the service and click on Start.

Retry command again

now if dism doesn't work, and defender is blocking windows update, I would seriously consider a fresh install as your PC is messed up.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

i do use msi but i just removed 2 HDD to re-install windows 10 because when i try to open Services the error pop like the one i linked here with the UAC blocking mmc.exe i cant find how to unlock it
i was even trying to reset the pc but when is done preparing windows says there is an error resetting the pc but i cant see the error? so i decided to do a clean install im tired trying to fix windows 10 till 5am lol
