If I have a failing hard drive on a W11 PC...will I be able to plug it into another PC or HD cradle to get the data? Will TPM prevent this?

Not without some special equipment.

You'd better have your data backed up regularly.

BTW, is it about the Windows drive itself or other drive?

TPM will not prevent it unless drive was encrypted by Bit locker etc. It all depend on shape failing disk is in.
