One member at the Window-Help.Net Support BBS said this:

"After much tinkering with the enabling and disabling of APM and Hibernation, I was finally able to fix this problem. For anyone else having this problem you might what to check in the Registry at [HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon" for the "PowerdownAfterShutdown" string. The default value is "0" You might also find some other usefull tweaks in this branch of the registry."

I hope some of this will help!
