W8.1 Broken tiles, Brand new Surface 3

Brand new out of the box Surface 3, Went through the simple Windows set up, When all was done, Nothing downloaded or installed, All the App tiles in the Start bar were broken with little X's on them, including the Setting and Store tiles, "Change computer setting" also Broken, Ive Refreshed, Reset and tried most of the solutions online to similar issues with no Success.

Was bought straight from a store, 64g, W8.1 (Was supposed to be preloaded with W10) So any useful suggestions would be welcome as it was bought as an early Xmas gift which was badly needed for college work, If this plea for help fails im Considering returning the device to the store under the claim of "False advertisement" and just getting rid of the infuriating thing.

Sounds like the device was not actually new. Return it to the store as defective and get a new one. BEFORE you leave the store, open the device and test it to make sure that it is indeed working as expected. If it doesn't start up with Windows 10, have them call down a manager and have him explain why their devices are not up to specification. You will definitely be able to get a refund, perhaps more if they like you (or are afraid)
