Question W8.1 to W10 can i duplicate old PC to new ?

Hello, planning on building a new PC i use at work,

I9-7920X
ATX ASUS board
Nvidia 2080Ti

How can I take everything form this PC and move it to the new PC without reinstalling programs again.

You can almost certainly transfer the license.

For the OS activation, read and do this before you change any parts:

You probably cannot transfer the actual install.
Your new system will need a clean install.

Ok, so if i have a completely new rig, hardware and new OS, i can take everything on this PC i have and transfer it to the new PC, all 3rd party programs like Adobe, Sketchup...etc with out reinstalling multiple plugins i have with those programs ?

A fresh install in the new hardware means a fresh install of all your applications as well.

I've heard of mirroring programs but that may be only for a new Hard drive only.
