Wacom Intuos Art keeps freezing whole system upon connection

Two weeks ago I received a new Wacom Intuos Art S. I installed the latest (6.3.15-3) driver and connected the tablet. Windows showed me a pop-up saying 'installing new driver…' and froze - whole screen covered in artifacts, looping sound, no mouse activity. I rebooted and tried doing the same thing, which again resulted in popup and a freeze. I removed and reinstalled the driver - same result. I downgraded to previous version (6.3.15-2) - same result. I completely removed the driver using Revo Uninstaller, reinstalled the latest version - same result.

After some testing I found that the tablet works correctly only if I plug it in when the computer is turned off. If I do it when it is turned on, even if I'm at user selection screen with no users logged in, the system freezes.

I tried contacting support, but they told me that this is not a problem with their drivers, so they cannot help me. I am running Windows 7 x64. Other than those freezes, the system is perfectly stable. Tablet works as expected on another computer and on this one (when I plug it in before booting), so the hardware itself is presumably fine. So far, freezes only happened upon connection, not when the tablet is already working.

What can be causing those freezes? Thanks in advance.

I have seen USB devices cause this, there was a USB to parallel cable that caused system not to boot when connected when it was turned on, did not happen on all laptops, out of a few I tested only happened on one. Maybe try a different USB cable, try using a USB powered hub with the tablet.

Both are up to date (this is an older motherboard, M4A89TD PRO/USB3). And just to clarify: this is the only device that causes this. No other peripherals have been causing freezes.
