Question Wacom tablet is causing the internet connection to slow down heavily and I cannot use Ethernet ?

Hello, second time posting here. I've had this PC for a year (it was built by a family member) and ever since then it seems that whenever my Wacom Cintiq graphics tablet is plugged in, the internet connection is slowed down heavily, pages won't load, Spotify can't play any music and the only temporary fix i've found for it is using my mobile hotspot from my phone while the tablet is plugged in. Is there anything I could do to fix this issue? I was theorising that it might be a power issue, maybe the PC cannot handle both the second display and the internet connection at the same time but I don't know.

Not sure if it's related but I also have an issue with this PC where the ethernet cannot connect (IP Address configuration is invalid) and one time it randomly started working again and sometimes the tablet was also not being as slow when the ethernet connection worked.

Before you suggest it, I have tried many things I read online like reinstalling the network drivers or reinstalling the tablet drivers and for the IP issue: trying another ethernet cable, trying Google's port addresses and nothing has done the trick.
 
Without the Wacom tablet plugged in use Task Manager and Resource Monitor to observe system performance.

Use both tools but only one tool at a time.

Get a sense of what system resources are being used, to what extent (%), and what is using any given resource.

Then without making any other changes plug in the Wacom tablet as normal and look for what has changed or perhaps changes when the internet connection slows.

It may take a bit of trial and error to work out how to observe things - no need to rush. Note that the column headers have a small arrowhead in them to allow sorting the results. Handy if the results/listings keep jumping about.

Another tool that can be similarly used is Process Explorer (Microsoft, free).

Noted that you reinstalled drivers: was that done manually or done by some third party tool or installer?

I reinstalled them manually (deleted in device manager, then reinstalled the driver from the wacom website) I also update the drivers every few months through the device's installed program.

I will have a look at looking at what resources are being used after and then monitor if anything happens to my PC afterwards as apposed to before I was using it that day. I'll reply if I notice anything.

I do still have this issue, but the conditions now vary to where it doesn't always affect the wi-fi connections now and every single time after I have used the tablet certain activities on my PC seem to perform worse (I am not a tech genius, but I assume it might be linked to the GPU as i believe it handles my tablet display when I use it). The only thing I can think of as an example right now is when I do "Picture in Picture" mode from a YouTube video and the video's audio is going faster than the actual video as if the video is now delayed and lagging. If I restart my PC, the issue goes away. I apologize that I am taking long to reply and update about this situation.

As for the Ethernet, I haven't got a cable right now but the last time I gave it a try I recall no difference. I have put that on hold for now as I want to figure out what could be causing my PC to behave a bit differently after using the tablet.
