Wacom tablet problem

Hello, so i bought this tablet from Wacom it's called Intuos Pen S but the problem is that it's not working when i disable the function called Windows Ink. The buttons that are on it are all working, even the indicator lights up when i put my pen on the tablet, but i just can't move with the cursor, and with Windows Ink turned on its a little bit laggy. Anyone got any idea why is that not working and how to fix it? I tried reinstalling the drivers but it didn't help.
 
Please clarify what's not working and Buggy. When the pen is close enough to be sensed by the tablet the light should come on. if say for instance you are trying to move the cursor and you pull the pen away from the tablet you would loose the ability to move the cursor. What is it you want to do with the tablet.
 


When i use the tablet with the Windows Ink function enabled, its working just fine, i can move the cursor, i can click, i can use the buttons on the pen, but when i disable the function Windows Ink its like the pen isn't working at all, even though the light comes on when i put the pen close to the tablet, but when i try to do anything, the cursor is just not moving at all, i cant click and the buttons on pen are not working. I'm not pulling the pen away from tablet.
