Best for the money? Probably the GTX 1050 Ti that's releasing soon. Otherwise It's neither the GTX 1050 or GTX 950, but the RX 460. Which delivers roughly GTX 950 performance for 30-40% cheaper.

The GTX 1050 Ti will be a very strong graphics card for the price though and will work well enough with your CPU.
 
1) GTX1050Ti are coming out now, but there were rumors that GTX1050 are coming to shops a few weeks later.
2) GTX1050Ti is expected to be in every way better than GTX960, and at an MRSP of $140 it would definitely be a better deal than a $140 2GB GTX950. GTX1050 2GB- also better, but I would only buy it for 720p gaming, e-sports and MMOs, not AAA titles.

It will a bit. but go for 1050 Ti if you want to. Anyways rx 470 which is faster than 1050ti is getting cheaper so get that if you hight money. you can overclock your cpu too

I bought a new GTX 950 from Galax for $99.99 back in August. Its fine, but there's no way I'd pay more for that... especially today with the GTX 1050 just around the corner (which according to Nvidia will be about 15% faster for $109.99). $139.99 for a GTX 950 is a ripoff.
