Wait for Pascal Refresh or Volta GPUs?

I am upgrading to a new PC in a rather long time. It is rumored that Pascal Refresh GPUs are coming to the market in late 2017, and Volta is coming in 2018, should I wait for Volta or Pascal Refresh?

1070s are a fantastic deal atm, but if you're really patient, you'll be able to get much better performance for the money when the Pascal refresh releases.
Depends on your situation.

I know my PC's a toaster :)
I can't get a PC right now since I'm still saving up for it, and I'm fine with waiting more than 5 or 6 months. I think by the time I'm done saving up I'll have around $1.5K.

If your asking how I'm funding my budget, I've been saving up for around a year now.

Get this build first. Its only weakness is the gpu RX 480. But it will run any game with 1080 (mostly ultra) just fine. The rest of the part do not need upgrade, even ssd already uses 960 evo although only 250Gb

Why I left RX 480? because its better to have 1 part weak rather than sacrificing some parts. 480 is not a bad card, it perform only a bit less than GTX 1060. 480 is actually the similar gpu that was used on Playstation 4 pro (newer ps4).
When you feel the gpu starting to bottleneck, then you can upgrade it anytime without have to worry other parts will be outdated. I can firmly believe that i7-7700+16Gb ram+SSD 250 samsung 960 evo will not be outdated until the next generation GTX 11 series will release.

samsung 960 evo is 3x faster than standard SSD. Standard SSD is 3x (more) faster than HDD.

There are so many things wrong with that build balance-wise I don't know where to start.....
You have a 5400RPM HDD but a top o the line SSD?
You have an i7 7700 and a two RAM slot, low end B250 motherboard?
The Bitfenix Nova also has awful airflow issues, and the Gigabyte G1 Gaming RX 480 card has problems with the PC which made it a potential safety hazard, give it a quick google, look for a PCB breakdown.

There is also no such thing as what you refer to as 'Standard SSD', no offence but I think you need todo some serious research before you recommend builds. :(
 
$950 is a heap of money.
You're best to build now imo, it's probably 6 months until they even unveil the architecture most likely, the 1170s etc will come later.
