I'm having a crappy geforce2mx400 64mb now in my p4 1.8ghz 256sdram machine and a 230w power supply(2pci slots used 1 modem 1 ethernet) and i need an upgrade......
should i get a geforce 4 ti4200 now(usd 160 here)
or i just wait till the price fall after nv30 is realeased?
and yeah my budget is around the 150-200 mark

NV30 will be significantly more than that, unless you get the 3rd tier one. Also, the R9500 will be the scaled down version of the R9700 and will cost ~$200, as supposedly it's supposed to compete against the Ti4200, but should be significantly faster.

 Finally, I get a capitalized title!! WOOT!!

A question how long u willing to wait cause guys at nvidia just said a few days ago that the nv30 is not taped out. I t usually takes 100 days from tape-out to mass production and then a few more weeks till the consumers can start slipping them into mobos. The r9500 is coming out around october and though priced at ti 4200 prices it should perform closer to that of a ti 4400/ ti 4600 especially with 4x AA on. The nv30 is impressive but it has so many features that may not be utilised until late next year. So for best price/performance ratio nv30 is a next year thing, the nv31 has a better price/performance ratio, but sadly no word on when that is showing up.

Mx-400 is already a good card. i think you must to wait until new year and then buy a R9700 or maybe R9500.
the future is Radeon, wait for them
