Waiting on <IP Address>...

Really could use some help on this, tried all sorts of things but out of my element when it comes to networking stuff.

Sometimes whenever I try to visit a website instead of something like pic related showing up, "Waiting on youtube.com..." it'll say "Waiting on <Some random IP address>..." before eventually loading a blank page. If I reload the page will load normally. It's always the same IP address also, rather than differing for different websites.

Looking up the IP address I get a location in the northern part of my state but says it's owned by my ISP. Dunno what to do. It doesn't always do this but even on different browsers or on my phone on WiFi pages will randomly load blank and require a refresh to load properly.

Just wondering what is going on. I've tried power cycling both computer and modem/router, tried reassigning IP address, tried pretty much anything I could think of but can't find anything on the internet that relates to this problem, never seen it before.

It might be a DNS server and it's just taking a while to resolve the name.

Try changing your DNS server and see if the issue persists.

Google DNS:
8.8.8.8
8.8.4.4

OpenDNS:
208.67.222.222
208.67.220.220

Level 3 DNS:
209.244.0.3
209.244.0.4
