Wake on LAN works, Wake on WAN doesn't

Hi. I have an Aspire E1-470P running Windows 8.1. My ISP is Time-warner, coming in through a Newer Motorola Surfboard modem into a Cisco E2500 router. The E2500 then runs to a Netgear Prosafe 16 port switch with distributes Ethernet throughout the house. Upstairs in my office I have a Linksys WRT1900AC router currently acting as an access point (not a router). I have my PC and several devices connecting to the WRT1900AC wired and wirelessly.

I am trying to configure my PC to WOL when I travel. I am using Mocha WOL on my ipad to send wol packet.

I have reserved my local IP as 192.168.1.110 and forwarded 192.168.1.110 for port 9 in my Cisco e2500.

When I WOL from my ipad within my house on wifi, my PC wakes right up.
When I WOL from my ipad on a 4g hotspot nothing happens. Mocha WOL pings and pings.

I have set up a static IP address from freeDNS in the jumpingcrab.com domain. When I ping my IP it connects. When I check to see if port 9 is open, it tells me it's closed.

I went back to the e2500 and it looked to me like I have forwarded correctly.

I have read that I should associate my ehternet MAC with the port forwarding but I am unclear on how to do that.

Can anyone suggest a reason why the WOL isn't getting through?

I cannot find a way to do it. This is what the port forwarding page looks like (not mine, and example). I have forwarded 7 and 9.

I'll try later. I looked for an ipv4f firewall tab. Maybe I should just bite the bullet and put my wrt1900ac as the main router.
