Wake up On Lan doesnt work after power loss. Suggestions?

Hello all,
I have a bunch of network PCs that experience alot of "brownouts" in succession so the Bios setting of "power on after power loss" or "last state" do not work after losing power 6 times (the PC gets hung up after all the reboots). UPS units are out of the question (lack of resources) and Wake Up On LAN doesn't work since the PC is in the OFF state. Is there any functionality of WOL that I am not utilizing? Anyone have any suggestions as to how I could turn these pcs back on remotely without adding expensive hardware?

Solution
The purpose of WOL is to wake up a machine from powered-off. Anything you do, is just a band-aid. You need UPS protection. Tell your boss that you will just keep having stuff break until they get some power protection.
