Well, yes, since that's exactly what the card says:

Walking Dream
{3}{U}
Creature -- Illusion
3/3
Walking Dream is unblockable.
Walking Dream doesn't untap during your untap step if an opponent
controls two or more creatures.

If an opponent controls more than one creature, it does indeed stay
untapped during your untap step. Of course other things like Twiddle and
Aphetto Alchemist, among numerous other cards, can untap it; this only
applies to the normal untap that happens every turn during the untap
step, not to any other means of untapping it you may have.

3/3 ~ is unblockable. / ~ doesn't untap during your untap step if an opponent
controls two or more creatures.

Well, it won't untap as normal - during your untap step - while your opponent
has more than one creature out. It doesn't say anything about "~ can't be
untapped", so effects from other stuff that would untap it work fine - Twiddle,
for instance. Or you can make sure opponent doesn't have more than one creature
out, by killing them off, returning them to hand, Soul Sculptoring them, or
otherwise making them not be creatures in play...

But yes, if opponent has two or more creatures out, it stays tapped - it
doesn't untap during your untap step along with your other stuff. That's a
drawback, and is why it only costs 3U for a 3/3 unblockable creature, instead
of something like 4U or 3UU.
