I have a GTX 780 and i5 and i want to buy a GTX 1060 and should I buy a GTX 1060 or a better processor?

Make sure you go for the 6gb 1060 or it wont be much of an upgrade over the 780.

Your processor is definitely enough for even the rtx series if overclocked. A gtx 1060 will be no problem on that processor so get a gtx 1060 6gb video card. Your processor is already quite good.

8600k is a high end processor, no reason to upgrade it. Buy a 1060 6gb.
