Solution
Okay, so I built on primeabgb.com this time. This is the system:

CPU: Ryzen 5 1500X
Motherboard: ASRock AB350M-HDV
Memory: G. Skill Ripjaws V DDR4-2400 16 GB (2x8 GB)
Storage: WD Blue 1 TB WD10EZEX
Video Card: Zotac Geforce GTX 1070 8 GB Mini
Case: Corsair Spec-01 Red
Power Supply: Antec VP550P
Cost: Rs. 78,886

I know it's still over-budget, but if you can wait for 1070 prices to come down to normal, you might just bring it under Rs. 75,000.
Anyway, this'd be a pretty good build, dunno what your budget is in INR.

Firstly that's from Amazon India, which has pretty terrible prices. You can go to computer-based sites like primeabgb.com where you'll find a bit more reasonable prices, though the choices of components are very limited there.

Secondly, a GTX 1070 in a Rs. 75000 system isn't an easy thing, but I'll try nonetheless.

Thirdly, GTX 1070 has highly inflated prices right now due to mining. You'll have to wait for prices to come to normal if you want to buy one.

WAit one sec.. can you detail me about mining and stuff why the price is high
My friend bought gtx 1080 of ₹39000 2 months back and then price of gtx 1070 was somewhat ₹26000 on amazon
How did it increase .? That much .. and
I have a query should i wait for gtx 2080 and intel coffe/cannon lake processors to launch cuz currently i have a pc..
And yus i have LG 24GM77 144hz monitor

Cryptocurrency mining is basically making digital currency with your computer. A strong graphics card is favorable for the process. AMD cards are generally better at this, but there's a new currency called ethereum, which recently got so profitable that even Nvidia cards were snatched up by miners, greatly increasing the prices of most mid-range GPUs, including the RX 580, 570, GTX 1060 6GB and the GTX 1070. GTX 1080 prices are unaffected because it's not very good at mining.

And yes, for a 144 Hz monitor, you should wait for Coffee Lake, but honestly with your budget you won't benefit a lot, though it's still better than getting a G4560 or even that Ryzen 5 1500X.
