gtx 1070 pair
is that good rig for next level of gaming 4k

Thats a waste of money, some games doesnt work on SLI.

I agree. From my research the GTX 1070 pairs up nicely with an i5 cpu for top of the line 1080p gaming and the GTX 1080 pairs up well with either the i5 6600K or an i7 for the same quality in 4K. Personally I wouldn't mess with SLI. I had an SLI system way back in 2006 when it was first introduced and it seemed like more of a gimmick and a headache than anything else. Stick with a single high end card and you'll be better off in my opinion.
