She has a ton of books and magazines mostly all in PDF format on our PC and she wants a tablet so that she can read them on the train during her commute.

Bad eyes, so prefer @10" screen
Needs to have a 'normal' USB port and ability for PC connectivity
Does NOT need Wifi, etc... won't ever connect to the Internet.
Does NOT need a keyboard... no work, just read only use
Simple is better.

Want to buy sometime around Black Friday for a Christmas gift.
Budget +/- $200

Thanks

Perhaps the Lenovo - Tab 2 A10-70 Android tablet for $180 will do. However, it only has 16GB of storage so you need to purchase a microSD card to more storage capacity. I think it officially supports up to a 64GB microSD card. It has a 1920x1080 resolution screen so your wife may need to increase the text size if she has poor vision.

An alternative could be the following ASUS ZenPad 10 Z300C-A1-BK Android tablet for $160. Again, it only has 16GB of storage so buy a microSD card. It has a resolution of 1280x800 so by default everything will look larger on the screen compared to the above Lenovo tablet...
All tablets will come with WiFi, so there's no getting around that. They'll also have an on-screen keyboard that pops up when the need arises. All tablets will also use a standard USB port for PC connectivity. The difference in connector lies at the tablet end, but most are micro USB.

If you don't mind buying second-hand, look at the Nexus 10. If you definitely want something brand new, look at the Lenovo Tab 2. Just don't buy a generic, unbranded tablet.

All tablets have WiFi. It can be disabled by going into the settings or by putting the tablet into airplane mode.
