I currently have a HDD with windows 8.1 and i would like to upgrade to windows 10 at the same time id like to install a ssd as my primary drive and use the hdd as storage.

So if i install the ssd how do i get windows 10 onto it if the upgrade from windows 8.1 is on the hdd.

I'm not really sure if this question is being asked clearly. I have my ssd being delivered in a couple days and i realized i dont really know the steps to get windows 10 on it if everythings on my hdd.

You can't do both at the same time.

Choices:
Either upgrade your current drive and OS to WIn 10. Then migrate or clean install on the new drive.
or
Migrate or clean install your current 8.1 to the new drive, then upgrade that to Win 10.

Pretty easy, you said that your drive will be delivered in a few days, meanwhile just do the Windows 10 upgrade, get an enclosure for your hdd (I am presuming that you have a laptop, if not, skip this step) and download a migration software (or wait for the ssd, some ssd's come with a migration software)

Once you have your ssd, connect it to your system and run the migration software, it will transfer all your current hard drive data onto the ssd.

Pretty easy eh??

Yes, it should come with a DVD. If it doesn't, you can download the software from Samsung. (It only works with Samsung drives)

As far as I know, Samsung, Crucial, SanDisk and OCZ (maybe) come with their disks. But, incase you dont get one, or the disc gets damaged, like @USAFRet said, you can download the software from the manufacturer's website

Is one of these two choices preferable? I have a new SSD equal in size to my current HDD. I also see my free Windows 10 upgrade is ready to go. Any difference on whether I upgrade OS first then the hard drive or the other way around?

Personally, I would put the OS on the new drive first, then upgrade to Win 10. Why? If things go wrong during the process, it is easier to recover from the original OS, rather than the original OS and the Upgraded Win 10.
