want to install windows 8.1 64bit on windows 732bit

i want to install windows 8.1 on my pc ,having windows 7 32bit !
first i started with usb ! tried 2 different usbs ! but when it booted only the logo of the windows appeared and then after 1 min the pc restared !
then i burned a dvd ! no luck ! its the same ! downloaded another windows 8.1 file ! but still the same !

The only time I have seen this is when attempting to boot a Windows 8 or 8.1 install flash drive from a USB 3.0 port (regardless of what the USB drive supports). Some USB 3.0 controllers just don't like booting those disks for some reason. Try a different USB port in addition to the alternate USB drive you mentioned above.
