If I were to buy the RTX 2070, then I would definitely go for the Super; the normal RTX 2070 is about to be removed from the market.
However, in your case I would opt for a lower-end GPU upgrade (e.g. GTX 1660 Ti - $280) and use the difference to buy a new platform. That is, unless you have the money to buy both the 2070 Super ($500) and the Ryzen Zen 2 platform ($355).
Buy GTX 1660 Ti ($280)
Buy Ryzen 5 3600 ($200) / B450 MB ($80 - $125) / 16GB 3200 MHz CL16 RAM ($75)
Buy new PSU: 650 watts / gold efficiency / quality mfg. & model (e.g. EVGA G2 650, etc)
Sell used GTX 1050 Ti (~$115 on Ebay).
Sell used FX-8320 + MB combo (maybe $100 on Ebay)
Sell used DDR3 RAM
Recycle hpg-600st-f12s (I wouldn't even give this power supply away to a friend, no offense).

I own the Asrock B450/B350 Pro4 motherboards in two rigs, and I like them for their stability and fast boot times.

warning: I do not know if any of these or other B450 chipset motherboards have their BIOS pre-updated for Ryzen 3000 series. You'll need to find the answer to this question, if you proceed on this path. To my knowledge, a person normally needs to have the Ryzen 2000 series, or previous generation installed, in order to update the BIOS for the 3000 series CPU.
