Work yes,but with a cpu and ram like that use a Z390 motherboard to get all out of it. Otherwise will that ram not even run at 3000mhz for instance and even without really overclocking should it be possible to run all cores of the cpu at max turbo (still is a kind of overclocking).

Also that motherboard needs the latest bios to work with that cpu and it might well be that it doesn't have it flashed yet.

Ok, then i'll take 2 cards of 2400MHz. It's just a budget matter.

You still need to look at the bios matter. Take a cheaper Z390 or at least b360 board.I would rather get a RTX2060 and a good motherboard then opt for the 2070 and the cheap motherboard.

I'm considering getting Z390 motherboard. Will it work well with this type of motherboard?

I highly doubt that $11 CPU cooler would be sufficient for the 9600K.

What is your budget?

If you don't care to overclock the CPU then I'd go 9400F/Asrock B365 MB & use the savings for a better quality PSU and a good CPU cooler such as the CM EVO Black as it will easily keep the CPU within safe temps and be much quieter.

There's a (x2) behind the ram so guess that he will get 16gb of it which seems fine to me. Do buy a kit for best compatibility.

Cheap cooler i missed, yes needs to be upgraded. Still think that an RTX 2060 would be still very good performance. With the leftover money should a better motherboard and decent cooler be possible.
