What do you use the pc for? What are you aiming for? Will you be upgrading the gpu later? What is the budget?

To move to any modern cpu/motherboard will also require new DDR4 RAM. Also depending how old the psu is you may want to upgrade that so not to risk new parts on an older psu.

Minus the ram overclock, need a Z board to go over cpu memory controller, i5 = 2666 / i7~ i9 = 2933.
Isn't B560 chipset motherboard could do Memory OC? I told my friend to sell his B460M Pro4 and use B560M Pro4 because he's using 3200mhz, and now he could do 3200mhz dual channel on 10400F, here's a screenshot he sent to me:

Interesting, Gigabyte lists only 11th gen cpus capable of ram overclock. Motherboard specific? ASRock changed it for 10th series?

https://www.gigabyte.com/Motherboard/B560M-AORUS-ELITE-rev-10/sp#sp
Nope, as it's stated, B560 chipset is capable of memory overclocking for both 10th gen and 11th gen since the motherboard regulatory for b560 is buffed up. anything that state ram overclock should be counted as advertising, well as per my experience.
I am having a friend that's going to build a pc using 10700F, B560M Steel Legend, and 2x16gb DDR4 3600mhz, ill try to update if i got the chance to build hers.

Can anyone confirm that you can OC the RAM on a GIGABYTE B560M AORUS Elite with a 10th gen CPU? Got a good deal on that mainboard but the specifications about RAM (https://www.gigabyte.com/Motherboard/B560M-AORUS-ELITE-rev-10/sp#sp ) is what's holding me back atm.
Yes. i have a friend that changed from b460m pro4 to b560m pro4 because i advised him that it would be useful to run his ram at xmp speeds, and now hes rockin an i5 10400F with 2x8GB 3200 C16 running at 3200mhz XMP.

But is it possible with all B560 boards? ASRock's website seems clear about OC'ing the RAM on the Pro4, but according to GIGABYTE's specs you can't OC the RAM when using a 10th gen CPU.

b560 chipset support memory oc. every b560 board could oc the ram, no matter what the cpu is. just like how a320 could oc ram but not the cpu. please don't make yourself confused. any b560 guranteed to have unlocked memory multiplier.

If you wana buy brand new, and not knowing what are you using the PC for, I would suggest either i5 10400/11400 or i7 10700/11700 + B560 motherboard (choice will depend on whats your use scenario) + 2x8GB DDR4 3200/3600 MHz CL16 kit.

With proper fan placement your case can have good airflow, I would keep it unless theres a reason you want to change it.

As for the PSU I think it will depend on how old is it.

Cheers!
