I would say upgrade GPU first. Then CPU and Mobo. Then RAM

The thing is if you buy a new CPU, your GPU will be a bottleneck. If you buy a new GPU, your CPU will be a bottleneck.

But I think that your GPU will be more of a bottleneck with modern games than your CPU. I would say go for something like a 3060-3070. Not any higher. If you go higher than 3070, it's better if you buy 3060 + new cpu new mobo.

Assuming prices are 3060 $400, 3070 $500, 3080 $700.

PSU? If you have a good 650W unit then no problems. Otherwise might need a new one with those GPUs

Why would I change my ram, it's 64GB I've heard from numerous people that's very good. Is that causing it to bottleneck?

So now that we have a (mostly) purpose...in what aspect is this current system lacking?
What is it not doing, that you need it to do?

Not getting the best FPS on new games, letting me down on some old. Audio drivers die every like 20~ minutes. Takes forever to boot up. (lack of ssd I know). My new budget is now 1.5k which I can spend around $400 or so more.
