Want to use my Android phone to setup and configure my actiontec router

Yes you can do that. I have done that too. Saga is right small screen is not convenient but it will work.
On Android go to Settings ---> Wifi-->Connect with WiFi to your router.
When it connects, click on your WiFi name shown there. You will see a IP Address, remember it. Open browser and type in that IP in your address bar, you will enter your WiFi router settings.
I think you might go mad trying to scroll a small screen around a lot of complex pages but the procedure will be the same as doing it on a PC. Open your browser and enter the router's address in the URL bar.

The problems will start if you don't know the address because the Linux equivalent of ipconfig is ifconfig but you need to root the device first and download Terminal Emulator to run that command.

It's going to be a lot easier to ask a friend with a Windows laptop to pop round for coffee.
