I have an older configuration PC with Core 2 Du0 E7500@2.93GHz. It has got a DDR2 Corsair RAM of 4 GB sitting on a DG41RQ mother board. I have recently installed a GEFORCE 610 GT 2GB@DDR3 GPU. I am running Ubuntu 13.04 with the Noveau driver. It has been running DOTA 2 at all min settings. I want to play DOTA 2 at best quality from whatever this configuration can permit. My budget is around 10000 INR and suggest which component should I upgrade.

Note: the Mother board has only one PCI E slot which is occupied by the GT 610

the 7770 is the best card you can get right now, it costs around $110 over in the US, but anything cheaper with more Vram, will only be worse as it is DDR3 memory compared to GDDR5 of the 7770. the 7770, though it only has 1GB Vram, is the best option. DDR is regerring to double data rate, GDDR5, is much faster then double the memory in DDR3, that's for sure, and with one screen, 1GB GDDR5 is all you really need.
Hi and welcome to the forums

I am going to suggest a reasonable cost card that offers great performance, for your system, It isn't worth spending much more then for what you spend on this;

ATI Radeon HD 7770, Get any of the suppliers card you can find, there all good.

It offers 1GB GDDR5 Memory on a 128-bit memory interface, and was the first card to break the 1000Mhz core clock record, a superb card for the price indeed. It also has a low Power consumption, taking a max of 80 watts, making it capable of running on low watt PSU's, even a 275 Watt PSU with a setup like yours. If you have over a 275W PSU, you'll be able to run the card nicely, even if it is not of high quality.

I don't know how much of a Linux purist you are, but one thing I would suggest if you want the most performance out of the graphics card you have is to run the nVidia driver. Noveau is an open source driver and while I'm all for open source, they certainly aren't anywhere near to performing as well as the nVidia driver.

unknownofprob - I have a 450W PSU. Hopefully this is not a limitation for a better card. I am skeptical of the 1GB card, do you suggest a better card if I say I can pool in an additional 5000 INR (~80$) or so.

Traciatim - The card is retailing within my budge. I noticed it has DDR5 RAM, will it be slowed down to DDR2 given the Corsair RAMS I am having. How good is this card working with open source drivers since I am not able to install the nVidia driver.

No, the RAM on the video card will be completely separate. I'm not certain on it's performance on linux or the open driver, but I'm pretty sure you could see some benchmarks over at Phoronix.
