Wanted to get advice before I buy

I have been saving up and now I can finally afford this computer but wanted to make sure it looked good before I did.



I would like to get 60fps or more
I will be playing blizzard games, mmos, fallout 4 with mods on ultra, skyrim mods on ultra and really any new game that comes out.
Just want to make sure it will run games well for awhile to come
My first pc build so i'm just nervous and overcautious

Is there a visual difference between 30 fps and 60 fps?

I can tell a difference in just smoothness. When i played PC gaming before at 60 it felt better than 30
