My friend said can see based on the serial number. Is it true?

You have to look up the company. While some products may have such a naming scheme, most don't. At best, it may say the year, not when the warranty expires; how would the serial number know a purchase date?

A warranty only has value on a quality PSU anyway. A warranty on a junk PSU is worthless because the warranty only entitles you to a second PSU that you shouldn't want.

For any more specific answer, you'll actually have to provide us the information about your PSU. WIthout the pertinent information, all we can tell you is that serial numbers don't tell you when your warranty expires, in the vast majority of cases.
