when u plan to overclock i would recommend the 1700X. any reason for disliking the nighthawk rams? if u r against LED, i get it. there is not much difference between g2/g3. to be more precise, i think the g3 was optimized for latest gen intel cpu sleep states. so i think a g2 will still be good for ur ryzen. also, y a taichi mobo? it was stable and had good reviews when am4 was new. with the aega 1.0.0.6 update, almost all am4 r stable n good.
so including the changes i said above : https://pcpartpicker.com/list/9DnjkT
a B350 mobo is enough for a single GPU :

Actually the X370 boards have better VRM for overclocking and i think the OP has ditched the stock cooler for some serious overclocking.
If not then this is my recommendation...

You can OC the 1700 to 1700x clocks easily, even with the stock cooler.
This B350 board is loaded with lots of features for its price point.
The GSkill sticks are performing better with Ryzen.

I was wanting to stick with the dell monitor (its actually 469 on bestbuy.com) Also is the 1080 ti really that necessary? Like will i see a huge impact or only a marginal one? because it is quite a bit more expensive. Also i would prefer to stick with x370 because of the fact that it generally comes with a lot more of the desirable features that i like.

Agreed, X370 board have more features. But how much of that you are going to use is a personal validation. The major differences are listed here... http://www.gamersnexus.net/guides/2763-amd-chipset-comparison-x370-b350-a320
The 1080ti has been recommended by both of us as it firs the budget and is simply a better and faster card. The effective speed is around 25% faster... http://gpu.userbenchmark.com/Compare/Nvidia-GTX-1080-Ti-vs-Nvidia-GTX-1080/3918vs3603
Again the Asus monitor is tried and tested and has better reviews than the Dell one. But you can stick to the Dell unit if its cheaper for you. Its also a good unit.

I mean its a $200 dollar difference. Thats the only way i could get the 1080ti is if i got that monitor. I think it should be overall a very good monitor. I work for BB and i see it everyday while i work.

almost all 3000mhz rams run @ 2933 and the diff between ripjaw and nighthawk data transfer is small i guess. the info abt ripjaws 3200 is true since its a samsung b die.

the ryzen 7 oc result is news to me. i know that both 1700 and 1700X will oc the same. but i thought, the 1700 will start to thermal throttle a lot early than the X. is it possible that tom's got a bad lottery?
