Sometimes this error can be caused by trying to install software that is not compatible with Windows. If the program is not compatible, then you may try to run the program in compatibility mode.

Try to run as administrator

Perhaps you already found why it wasn't working, if not: http://youtu.be/RhrgzBNaf3g?t=1m52s I know it's in polish (which i don't speak), but the fix is as simple as removing the second "watch_dogs" in the installation path. Worked for me anyway 😛
