Watch Dogs: Is this artifacting or the rain effect?

The title says it all. I'm using a gigabyte r9 270 oc (Pre over clocked) and have not messed with it. Is what is shown in the picture artifacting?

It does look abit odd maybe something is going abit wrong, but I dont think thats artifacting my self.

Seems like some sort of water on the lens type effect. I'm gonna keep an eye out for that next time I play the game.

What gfx settings do you play it on?

I'm playing it on high with 2x MSAA. I benchmarked Unigine heaven 4.0 a couple of times with the same overclock multiple times without an issue.

Look at the planter in the middle, right below it you can see a rain drop slashed on the screen, the basic layout of it seems to match the ones you have circled. It appears to be an ingame effect.
