Question Watch Dogs: Legion i9 9900k 100% usage

Having some real problems with this game. Running around inside buildings is fine, but as soon as I go outside (especially driving around), my performance tanks, with fps dips down in the 45 region. My CPU (i9 9900k) jumps to 100% usage frequently, while my GPU (GTX 1080) sits at around 60%. Surely, I shouldn't be experiencing a bottleneck on an i9 9900k?!

Specs:
i9 9900k
16GB DDR4 RAM
Asus Strix gtx 1080 (overclocked)

These are the current settings I'm running (although I have knocked some down to low with no difference)...

My framerates are all over the place. I generally get 60fps when inside a building, or 55-60fps when running around outside. As soon as I start driving though, my framerate takes some crazy dives, all the way down to 40ish fps. I just find it puzzling that it's causing 100% load on an i9 9900k on almost every setting combination.
EDIT: Yes, I'm playing in 1080p.
