Hello there! I should say no cause first of all amd/ati aren't good optimizated for this game neither nvidia/intel but still they work better on it but me i play the game on high 1440x900 msaa 4x with render on medium and i get 39-45 fps while driving(its from the cpu i5 3350p) but my gpu is kick ass for that game's graphics no matter than even 780 ti can barely keep 60 fps though it's poorly optimizated so.. your cpu should do the work on tweaked ultra ram tho but the gpu idk i get on ultra 50-55 fps while not moving with txaa 4x so with your system 40fps on ultra i don't know much of...
