Watch Dogs sluttering

Hi guys.
Recently I got Watch Dogs and my rig runs in Ultra fine- 28-34 fps.But sometimes I get severe sluttering on my hideout,sometimes in city,etc.

My rig's specs:
Intel Core i3-3320 @3.3 GHz Dual Core
Gigabyte GTX 660 2GB
8GB ram
Fortron 650W 88% PSU
Avast antivirus(maybe it may be problem)
Win 7 Ultimate 64bit

What it could be?Software or hardware?

None of my other games has sluttering etc BF4,Enemy Front

WD running on:
1920x1080
Temporal SMAA
MHBAO(it's just like HBAO+ High)
Ultra Preset

Watch_Dogs is extremely poorly optimised, it's an issue with the game not your hardware, although getting it to run at ultra with that hardware is some going if you don't mind me saying 😛

Maybe the game,BF4 and Enemy Front run ultra 40 FPS no problem
