Nvidia can't produce enough GA102 for 3080/3090 already. Until that improves, no sense in launching 3080 Ti. Give it a few months is my bet. Maybe June at Computex?
We could always hope that part of the reason there are shortages is because Nvidia has been building up stock of dies for the 80ti. Certainly, they'd rather sell a $1000 ti over a $700 3080. Additional memory and NVlink would likely keep most potential 3090 customers waiting on 3090 availability.
