Water cooling basic Questions

So this is my first time trying anything liquid cooling wise to my rig(s).

My first question would be what water cooling system/HW should I purchase which would be;
A): Be under $120.00.
B): Be silent enough to where I wouldn't hear it over my 4 other system fans(Corsair AF's).
C): Will efficiently cool a mildly overclocked FX-6300 (~4.2 Ghz).

I was looking at the Corsair H100i but i'm sure there are better ones out there for the same pricing.

And now onto my second and last Question(More like a 2 part question.)

Essentially I have heard that one must replace the coolant inside a liquid cooling device once every half year or so depending on how the cooling unit is used and how dusty the environment is.

Is this true? And if so how would one go about cleaning/replacing the coolant in the component in a simple and quick manner?

Sorry for the long questions I just need a relatively "in-depth" answer .(Not really)

Aio coolers (also called closed loop) are maintenance free. They're not designed to be taken apart, drained/flushed/filled. That only applies to custom cooling loops or some newer expandable water cooling systems. Swiftech and a few others have what appears to be a cooler like an h100 or kraken x61 but they're designed to be flushed/filled and can be expanded with more connectors, tubing, adding more radiators etc. The h110, h100i, h80/75/60/55, kraken x61/x41 etc are all sealed from the factory. If you tried to take them apart you'd likely damage them or never get them completely sealed back up again (potential for leaks) and would void the warranty. Aio's typically last a few years (some 2-3, others 4-5yrs - ymmv).

Any thoughts on my second question? That's my main concern at this point.

You just connect the water block to the cpu like a standard air cooler with thermal paste and screw it down and fasten the radiator to the case, plug the pieces together (fans, pump etc per instructions) and use it.
