Water cooling loop

Hey guys,
Somewhat of a mystery to my understanding, I have i7 6900k CPU that I am water-cooling with two 360 radiators a 60mm thick each on a push configuration all being powered by Twin D5 Dual Bay Reservoir/Pump Combo. I thought that I would have amazing temperatures but I don’t; the ambient temperature is roughly 19-21C and the CPU is running at 37-45. It is not overclocked and there is nothing else in the in the loop. Any ideas?

Solution
Those idle temps are kinda high. on idle, you should expect few degrees (well under 10C) above ambient.
Can you take a picture of your case (with its internals) and link it here.

Have you tried to resit the CPU block ?
Do you have an option to test with other (let's say air) cooler ?
are you sure your MB is not pushing too much voltage or set on auto for overclocking ? what is the CPU idle frequency ?
Have you tried to reset the BIOS ?
What windows power plan is selected ?

As a side note(s):
2x360 rads are complete waste of space and money for CPU only
60mm (actually anything above 30mm) thickness is a waste of space if your fans are not running at 2000-3000RPM which is insane noise level.
2x D5 is a total waste for such loop unless...

for the pump it is a two D5 pumps
4 Pin Molex and 3 Pin Tacho Output
Speed Selector Dial
Maximum Flow: 1200 lph (12V)
Voltage: 8-24V (37W Max)

and on each rad there are 3 noctua 120 mm high pressure fans

2x D5 is a total waste for such loop unless done for redundancy. which is also pointless as the D5 either does not work from the very beginning or works for like forever - decade plus.
